Canada has the largest surface ( after Russia)in the world. And it has a lot of water ,and rich soil ,suitable for growing cotton. But the climate is not suitable, because it is too cold.
However, some countries situated in cold areas in the world succeeded in planting cotton. Turkey, Russia , Romania....
I'm scanning the suitable areas in Ontario (Canada)for growing cotton.

Cotton will grow in a wide-range of climates from semi-arid desert conditions to mountainous sub-tropical conditions.
Cotton is indeed grown in Russia, but only in southern Russia which also includes areas in the Ukraine. Basically cotton is grown in a band around the world in about 80 different countries in areas no further north than 47° N and no further than 30°S.
Cotton will only grow in temperate climates. It is a slow-growing crop that need enough good days of the right climate to produce a good cotton crop.
