About corn meal to a milk cow

Is it okay if someone cultivates corn densely in a field and feeds young corn and the leaves as well as other matters of the entire stem to the milk cows?

Note that I am a citizen of Bangladesh, but am living in Japan for the last few decades. I want to establish a cow milk dairy farm in my ancestors' village. But, grass or grazing lands are not available in my area. Note that the country is wet with rains.

I am thinking of feeding ammonia mixed rice straws as the staple and want also to feed corn that I have elaborated above. I will certainly use other feeds that are the by-products from rice, wheat, oil seeds etc.

Advise me about a good feed formula. There will be about 15 herds in the beginning which I want to increase to 30 or 40 depending upon the initial success.
